The English word "police" basically expresses the sense of civilized society or organization government. In every democratic society, the police basically acts as an agency of law to protect the governance and interests of the people. Like ordinary citizens, the police also have to fulfill their responsibility towards the law. The police has become a necessity of modern society to maintain the systematic suitability of all inter-working environment and social relations of the individual. The word police has been used but not defined in Section 24 to 27 of the Indian Evidence Act, 1872. So it is natural that we have to adopt its natural meaning. The Supreme Court, in Rajkumar v. Union of India (AIR 1990 S.C. 1408), held that the word police should not include all persons to whom only certain powers of police have been conferred. In many such cases it has been held that police does not mean only regular police force but it means all police officers. Chowkidar, Patel etc. have also been considered as police in many decisions. In such a situation, on the basis of the duties, rights, obligations and powers of the police, we can call such a person as police - "who is responsible for maintaining law and order in the society under any rule, act, order, ordinance or law". be authorized to exercise the necessary powers for the purpose of investigation (investigation) of crimes and on whom the security of the society and the prevention of crimes is to be held. Max Weber defined "the state as an organization that has a "monopoly on the lawful use of physical force". The use of physical force becomes necessary if results are not achieved through other peaceful methods. Police is an instrument of physical force of the state. They also have to bear the burden of failure of other means of governance. Maintaining public order at all times in a country with a vast landmass and large population like India is indeed a great task. The credit for this goes to the police that despite many problems, they have been able to maintain public order overall. Despite this, the police are generally perceived as sluggish, inefficient, rude and often unresponsive or insensitive.
