A police commission headed by Sir Andrew Frazer was appointed to interrogate the police administration in every province of the then India. In his report he described the police force as far from training, corrupt and oppressive in training and organization. In this way the commission recommended an increase in the salary and strength of the police force in all the provinces also proposed to create a criminal intelligence department at the center and in some provinces. Curzon took important decisions to improve railway facilities in India in 1901 he appointed a railway commission headed by Sir Robertson. This commission submitted its report after two years, whose recommendations were accepted by Curzon. All of this led to the development of railways in India. The railway department was abolished and the management of the railway was removed from the hands of the public works department and a new railway board was handed over to it in which three members were appointed. However the railway department was created on a commercial basis from which its primary objective was to get economic benefits. Some important commissions like Feminine commission for agriculture, for inflation were established under economic reforms. In addition to important works such as the establishment of an imperial agriculture department for the improvement of the field of agriculture and the maintenance of livestock and the invention of new scientific methods for farming a department of commerce and industry was also established.
