source for advanced words list

source for advanced words list

I've started using the advanced test and noticed that "Reagan" and "Bush" and "Soviet" are all in the top 1k words. so, obviously this list was estimated sometime in the 1980s. this was a long time ago, i was wondering why exactly this source was used?
